The Civil Aviation Authority of Singapore (CAAS) formed the International Advisory Panel (IAP) on Sustainable Air Hub in February 2022 to discuss how international aviation can be made more sustainable, and how Singapore can contribute to global efforts. The IAP on Sustainable Air Hub has submitted its report, detailing 15 key initiatives that Singapore could embark on as tangible pathways to decarbonise the aviation sector. 


Members of the industry are invited to join us for a presentation by CAAS covering the IAP recommendations across three key aviation domains of airport, airline and air traffic management. These will be studied and incorporated in the development of the Sustainable Air Hub Blueprint to be published by CAAS in 2023. SATS, the main ground handling and in-flight catering service provider at Changi Airport, will also be sharing about their sustainability practices and initiatives.

    Chief Sustainability Officer/ Director (Air Transport) of Civil Aviation Authority of Singapore

    Daniel first joined CAAS in 2004 as an Assistant Manager in the Corporate Affairs Division handling corporate planning and organisational development initiatives such as strategic planning, Balanced Scorecard and Knowledge Management. He transferred to the Air Transport Division in 2007.

    In the Air Transport Division, Daniel headed a team responsible for managing Singapore’s aviation relations with countries in Northeast Asia, South Asia, the Middle East and members of the Commonwealth of Independent States.

    Appointed Division Head of Aviation Industry Division in 2010, Daniel oversaw the development of new programmes to boost productivity, grow businesses as well as attract and develop manpower for the aviation sector. These included the establishment of the Aviation Development Fund, the rollout of the Air Transport Industry Transformation Map and the implementation of SkillsFuture initiatives in the aviation sector. Daniel also oversaw the Unmanned Aviation Programme Office, which was formed to help shape the development of the unmanned aviation sector in Singapore.

    Daniel was appointed Director of the Air Transport Division in 2017. He develops and implements policies to promote a vibrant and sustainable aviation eco-system and build a competitive air hub for Singapore. Daniel also represents Singapore in various international fora such as the ASEAN Air Transport Working Group and serves a lead negotiator on bilateral air services matters. Daniel was the lead negotiator for ASEAN for the landmark ASEAN-European Union Comprehensive Air Transport Agreement.

    In 2022, Daniel was concurrently appointed as the Chief Sustainability Officer, to develop, implement and review domestic and international climate change targets, policies and strategies across CAAS and the Singapore aviation eco-system.

    Daniel received his undergraduate education at Dartmouth College in New Hampshire, USA, where he graduated magna cum laude with a double major in Economics and Government.

    Yen Ling is a passionate advocate for sustainability initiatives in SATS. Her responsibilities include sustainability reporting, stakeholder management and impact measurement. Prior to joining SATS, Yen Ling worked in Sentosa Leisure Group and International Enterprise Singapore.

    Chan Mun Wei is a consultant, trainer and writer in the areas of sustainability, strategy and risk. His work includes advising clients on sustainability strategy and implementation, benchmarking ESG practices, writing sustainability reports, developing carbon management policies and reports, and formulating circular economy business models.

    He is a corporate trainer and Adjunct Lecturer at the Singapore University of Social Sciences and Newcastle University’s campus in Singapore. He has taught courses in carbon management (covering the ISO 14064-1 and GHG Protocol Standards), sustainability leadership, sustainable materials, sustainable development, and opportunities in the sustainability sector.

    He was previously the Divisional Director of Corporate Planning at Sentosa Development Corporation (SDC) from April 2009 to August 2018. One of his core responsibilities was developing and implementing the Sentosa Sustainability Plan along environmental, social and governance dimensions.
