As space becomes increasingly central to national security and economic resilience, the pursuit of technological sovereignty in orbitโ€”particularly in areas such as Earth observation, secure communications, and dual-use systemsโ€”has emerged as a global imperative.


Organised by the French Chamber of Commerce and AAIS, this session brings together public and private sector leaders to explore how nations can develop sovereign space capabilities while navigating complex export controls, regulatory frameworks, and global interdependencies.


Through real-world case studies, the discussion will examine:

  1. The challenges of achieving space autonomy for globally integrated nations;
  2. The impact of export regulations on innovation and cooperation;
  3. The role of dual-use technologies in advancing both civil and defense goals;
  4. How government agencies and economic development bodies can support secure, innovation-driven ecosystems.

    Jonathan Hung

    Executive Director of Office for Space Technology & Industry (OSTIn)

    Jonathan is the Executive Director at the Office for Space Technology & Industry (OSTIn), Singapore’s National Space Office. OSTIn’s mission is to lead and inspire Singapore in Space, to safeguard and progress Singapore’s interests.

    He was formerly the Executive Chairman of Singapore Space and Technology Limited (SSTL), with international work experience including senior management roles with CAE Inc., Rheinmetall, ST Engineering and Flex, where he’s credited for establishing and leading their successful Advanced Innovation Centre.

    Jonathan currently serves on the Board of the World Robot Olympiad Association, chairs the Asia Pacific Sub-Committee at the International Astronautical Federation, and is an Honorary board Member at the Space Generation Advisory Council.

    Head of Plans and Chief Digitalisation Officer at Digital and Intelligence Service (DIS), Singapore Armed Forces

    Guo Jinghua is Head of Plans and Chief Digitalisation Officer (CDO) of the Digital and Intelligence Service (DIS), the fourth branch of the Singapore Armed Forces. In this role, he leads efforts to build cutting-edge capabilities across Intelligence, Psychological Defence, Electronic Protection, Connectivity, and Digitalisation to support the DIS mission.

    As CDO, Guo and his team spearhead the DIS’s technology strategy, overseeing the development of its core digital infrastructure — including networks, cloud, software platforms, and AI/ML technologies. Towards this, he drives collaboration with the Defence Technology Community and industry partners to integrate innovative commercial solutions that enhance operational effectiveness.

    Guo has served in the SAF since 2009. He holds a BSc in Biotechnology (First Class) from University College London (UCL), and a Master of Philosophy (MPhil) in Biological Sciences from the University of Cambridge.

    Hugues Pavie has over 25 years of experience in sales of high-tech products and services, mainly within the Asia-Pacific region. He has set-up and run joint-venture companies, implementing strategies to generate growth and profit year after year. Before being appointed as Head of Airbus DS Intelligence Business Growth for the APAC region, he held the position of General Manager of Tokyo Spot Image from 2002 to 2006, and General Manager of Beijing Spot Image from 2006 to today. Hugues Pavie has lived and worked in France, Canada, Japan, China and is now based in Singapore. He holds an engineering degree in Computer Science and a PhD in Image Processing.

    Sia Kheng Yok is the Chief Executive of the Association of Aerospace Industries (Singapore), a not-for-profit organization representing Aviation and Aerospace businesses in Singapore. He also serves on the Advisory Board of the Aviation Studies Institute at the Singapore University of Technology and Design, the Industry Advisory Committee of the Singapore Institute of Technology, and the Engineering Advisory Committee of Ngee Ann Polytechnic.

    Before joining the Association in 2016, Kheng Yok was at the Singapore Economic Development Board for more than 20 years as Director for Transport Engineering and in other responsibilities including aerospace and logistics, leadership development, economic resource and policy development, etc. He also served for a time as Director of the Singapore Aerospace Programme at the Agency for Science, Technology and Research.
