Event Details

In this second Asia briefing by International Coordinating Council of Aerospace Industry Associations (ICCAIA), we are pleased to address topics of deep interest to the aviation/aerospace community, presented by specialists in their field. The sessions will be moderated by our Vice Presidents and Permanent Representatives to ICAO, Mr Dan Carnelly and Ms Nina Brooks.

Mr Anam Nazmul, Regional Officer, Flight Safety of ICAO Asia Pacific Regional Office will introduce the work of ICAO, and in particular the priorities of the Asia Pacific office.

Mr Sean Newsum, Director of Boeing's Environmental Sustainability Strategy will speak on the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), a global market-based measure for aviation emissions. This scheme adopted by ICAO in 2016 is a global offsetting scheme, whereby airlines and other aircraft operators will stabilise aviation's net CO2 emissions at 2020 levels, while other emissions reduction measures are pursued.

Mr Bob Lee, Chairman of ICCAIA's Committee on Communications, Navigation and Surveillance Systems for Air Traffic Management (CNS/ATM) and Mitch Fox, ICCAIA Representative, will speak on the evolving field of Unmanned Aerial Vehicle Traffic Management (UTM). UTM is needed to safely integrate autonomously or remotely controlled operations of unmanned aerial systems into low altitude airspace.

    Dan Carnelly joined ICCAIA in Montreal as one of the two Permanent Representatives to ICAO in August 2019 after a 22-year long career with Airbus. In that role, Dan is the manufacturing industry Observer to the ICAO Council, representing manufacturer and MRO positions, and ensures liaison between the industry, ICAO Member States, Secretariat and other observer organisations such as IATA and ACI. He serves as the alternate Observer to the ICAO Air Navigation Commission (ANC) and has been working closely with all stakeholders on the Council Aviation Recovery Task Force (CART) that has been driving ICAO’s coordinated response to the COVID-19 pandemic.

    During his previous years at Airbus, Dan worked within the Customer Services Engineering defining retrofit technical offers for modifications to aircraft across the Airbus portfolio before moving to the Marketing Division. He marketed the A320 Family of aeroplanes globally, specialising in work with the Low Cost Carrier community before joining the Asia sales and marketing business unit to work with both established and start-up airlines in the Philippines, Taiwan and South Korea. In 2010 he became the Marketing Director for all Environmental matters, taking a leading role in the establishing of the ICAO CO2 Certification Standard before becoming the ICCAIA Aircraft Noise and Emissions Committee Chair for a three-year period from 2016. In this role he led a team of around 125 experts from across all aircraft and engine manufacturers during the establishing of the non-volatile Particulate Matter (nvPM) Standard, developing the manufacturer strategy for the following CAEP cycle starting in 2019.

    Dan has two young boys that occupy most of his spare time but enjoys classic literature, cycling and swimming during leisure time.

    Nina Brooks is Senior Director, Strategy at ICCAIA and a Permanent Representative of ICCAIA to the International Civil Aviation Organisation (ICAO). In this role, she represents the interests of the aerospace industry and manufacturers, actively participating in the activities of ICAO and interacting with representatives from many regulatory authorities.
    Nina was previously Vice President, Security, Facilitation and Innovation at ACI World, providing guidance and support to the airport community, representing airports interests at ICAO, and encouraging industry innovation at airports.
    Prior to ACI, Nina worked for IATA, as Head of Security and Facilitation Projects, representing airlines at ICAO, and working on projects and initiatives relating to passenger data, aviation security and cybersecurity. Her aviation career started at Virgin Atlantic Airways in the UK, in the Government Affairs Team, dealing with issues of border and aviation security and passenger processes.

    Nina is the official observer to the Air Navigation Commission and Facilitation Panel at ICAO, and teaches Aviation Security at McGill University in Montreal.

    Anam served at ICAO-APAC office as a Consultant in 2015-16 and then joined again in his current position in 2018. He is an ICAO Ops Auditor and an expert in Personnel Licensing, Legislation, Organization and Safety Management. Prior to his assignment in ICAO, he was a Fighter Pilot in Bangladesh Air Force and retired as Group Captain. He served in various capacities in his long 31 years of aviation career including five years as Director Flight Safety and Regulations in CAA Bangladesh and Strategic Planning Officer for MONUC/MONUSCO under United Nations in DR Congo.


    Anam was the pioneer in introducing the Combined Action Team (CAT) Missions in APAC Region which is a huge success and he has done more than 25 missions leading few of the missions himself under the ‘No Country Left Behind’ Programme. He is also responsible for the APAC Region’s highest safety forum Regional Aviation Safety Group (RASG) and Asia-Pacific Regional Aviation Safety team (APRAST).

    Sean Newsum is director of Environmental Sustainability Strategy. In this role, he leads a team that addresses key industry-wide environmental issues, including aircraft emissions, community noise reduction, sustainable aviation fuel development, and other opportunities to enhance commercial aviation’s environmental performance.

    Newsum is also responsible for developing an integrated strategy to ensure that Boeing products and services are aligned with company and aviation industry environmental objectives, with a particular focus on carbon emissions and sustainable aviation fuel strategies. This involves representing Boeing with aviation stakeholders and key industry bodies, including the International Civil Aviation Organization Committee on Aviation Environmental Protection, as a member of the Air Transport Action Group board of directors, and environmental committee vice-chair of the Aerospace Industries Association.

    During his more than 30 years at Boeing, Newsum has served in positions of increasing responsibility in engineering, program management, strategy, marketing and business development in commercial airplanes, services, and corporate business units. In addition to his expertise in aviation sustainability, he is also accomplished in information services-related businesses, including airplane health management, in-flight connectivity and electronic flight bag. He began his career at Boeing working in noise engineering on 737, 757 and 777 product development.

    A native of Washington state, Newsum earned a Bachelor of Science degree in mechanical engineering and a master’s degree in business administration from the University of Washington.

    Bob has over 30 years of experience in the development of aviation solutions for commercial and business aircraft. He has a broad background ranging from development and certification of on-board systems to data communication systems supporting connected aircraft concepts. He is currently working in the area of traffic management concepts for new and emerging airspace users.

    Bob is a regular contributor to various industry activities at AIA, ATCA, EUROCONTROL and ICAO. He currently chairs the ICCAIA CNS/ATM committee and is a member of the ICCAIA Strategy committee.
